HWBs can therefore play a key role in assurance and accountability of SABs and local safeguarding measures. 14.220 In addition, Local Authority Health Scrutiny Functions, such as the Council’s Health Overview and Scrutiny Committee, Health and Wellbeing Boards (HWBs) and Community Safety Partnerships can play a valuable role in assuring local safeguarding measures, and ensuring that SABs are accountable to local communities. For example, where an authorised external party is carrying out care and support planning, the local authority may decide that the direct payment functions could also usefully be delegated to that party (see chapter 12 on direct payments). 18.22 Another example is the local authorities’ function which allows them discretion over charging people for care and support. The Care Act gives local authorities the power to charge people for care and support in certain circumstances. 18.7 In delegating care and support functions, local authorities should have regard to the local authority version of the NHS information governance toolkit, in particular ensuring that all formal contractual arrangements include compliance with information governance requirements (requirement ). Its predominant components—processed foods, refined carbohydrates, sodium, and saturated fat–containing animal products—are extensively linked to metabolic syndrome, cardiovascular disease, and elevated BMI.39-41 Of note, chronic caloric restriction in association with low body weight can negatively affect sexual desire and enjoyment. Although dietary composition affects sexual health in more general terms through the aforementioned associations between cardiovascular and psychological health and sexual function, research also highlights the effects of specific dietary patterns. Among psychological factors affecting sexual health, mood is one factor that can be modified by diet. On the whole, nutrition is known to play a significant role in cardiometabolic disease, suggesting one pathway through which diet influences sexual health. 6.45 In order to support the person in carrying out a supported self-assessment, the local authority must give them any relevant information it has either about the person themselves or, for a carer’s self-assessment, about the individual they care for. Whilst it is the person filling in the assessment form, the duty to assess the person’s needs, and in doing so ensure that they are accurate and complete, remains with the local authority. Where the assessor believes that the person’s presenting needs may be as a result of or a part of wider needs then the local authority should undertake a more detailed assessment and refer the person to other services such as housing or the NHS if necessary. Early (indeed advance) engagement with the NHS in such circumstances is important in ensuring smooth and integrated provision of services in cross-border placements. This guidance does apply to individuals who pay for their own care where that care (cross border placement) is arranged by an authority. Individuals who arrange and pay for their own care will normally become ordinarily resident in and/or the responsibility of the area to which they move. In this regard, the authority’s responsibilities to the individual are no different than they would be if the individual was placed with a provider in the authority’s own area. 21.31 The first authority should make all those arrangements that it would normally make in organising a residential care placement in its own area. However, there have been in the past and will continue to be cases in which it is difficult to establish precisely where a person is ordinarily resident, and this guidance is intended to help resolve such situations. Local authorities should also consider including conditions that allow the contract to be revoked at any time, if having authorised an external party to exercise its functions, a conflict becomes apparent. Delegating these functions would not be compatible with meeting their duties to work together with other agencies. Local authorities should therefore draw up its contracts so as to ensure that third parties carry out functions in a way that is compatible with all of their legal obligations. Local authorities should therefore ensure that contracts are drafted by staff with the necessary skills and competencies to do so. The diet of rats enriched with vitamin E (300 mg/kg for six months) significantly decreased the number of chromosomal aberrations in the bone marrow . Many variables must be considered while planning supplementation for malnourished patients, especially older patients. An in vitro study showed that the optimal Zn concentration for DNA damage prevention ranged between 4 and 16 µM , while a study on healthy men showed that 11 mg/day of Zn helped to reduce DNA damage . A deficiency of zinc may increase the incidence of cancer which is especially dangerous for older people as they are already more prone to carcinogenesis. A study on healthy men (age 19–50) showed an increased number of DNA strand breaks during six weeks of Zn restriction.
